Until a few weeks ago it looked likely that Portland would be able to shut down Zenith Energy's oil train operations in NW Portland. But then, without any public notice, Portland City Commissioner Dan Ryan abruptly changed course and approved the land use compatibility statement that the city had previously denied. This can allow Zenith to renew its expired clean air permit from DEQ and proceed to expand its operations.

“Rumble on the River” is a series of free community-driven forums designed to inform and activate around the threats to public health, safety, and our environment stemming from Portland’s Critical Energy Infrastructure Hub—CEI Hub and the Zenith Energy Facility. The CEI Hub is a six-mile stretch of old tank farms, located in NW Portland along the Willamette River. Within the CEI Hub is Zenith, which brings dangerous oil trains through our communities. The CEI Hub holds more than 90% of all liquid fuel in Oregon. The entire CEI Hub is in an earthquake liquefaction zone. The predicted earthquake would be catastrophic for our communities, the ecosystem, and the Lower Columbia River.
